1. No contract has yet been signed for the order,on which preliminary

   agreement is reported to have been reached in Dec.1985.

 

2. This certificate is given upon request of applicant. 

 

3.  I can not continue to allow matters to be protracted indefinately. 

 

4.  I deeply regret that this action has become necessary but can not

    and will not allow you to evade your clear responsibilities under our

    agreement for reasons inadmissible under that agreement. 

 

5.  I trust I shall hear from you in the course of the next 14 days failing

    which I shall pass matters to my lawyers for action.
